Juncker o Drunker?!

Da ieri, dopo molto parlare e altrettante discussioni, la Commissione Europea ha un nuovo Presidente. Infatti il lussemburghese Jean-Claude Juncker è stato nominato nuovo Presidente della Commissione Europea dove sostituirà il portoghese José Manuel Durão Barroso. Naturalmente non si dovrebbe esprimere un’opinione prima che il nuovo Presidente sia “operativo” e, interpretando come gestisce la sua carica e gli atti posti in essere, quindi, farlo soggetto di valutazione e giudizio per e nell’espletamento delle sue funzioni, in quanto, essendo fresco di nomina non ci sarebbero “elementi materiali” sufficienti che permettano di valutare la sua condotta relativamente al ruolo assegnatogli.

Però in mondo globalizzato dove le notizie “girano” in rete e formano un “serbatoio” dal quale si può attingere è possibile farsi almeno una minima idea relativa al nuovo Presidente della Commissione Europea. E, purtroppo, alcuni articoli che si trovano in rete non esprimono proprio quelli che potrebbero dirsi giudizi propriamente positivi sul neo Presidente nominato. La stampa britannica è quella che ha accusato J.C. Juncker in modo più aperto e pesante. Infatti una notizia del Daily Mail online, ripresa anche in un articolo di Libero Quotidiano, riporta nei confronti del neo Presidente un giudizio che non promette nulla di buono. Ok, è vero che la stampa inglese è, probabilmente, schierata con Cameron che si è da sempre opposto alla nomina di Juncker come Presidente arrivando anche a minacciare di portare il Regno Unito fuori dalla Unione Europea nel caso in cui, appunto, Juncker fosse stato nominato Presidente; e quindi è palese che le notizia che riportiamo arriva da una fonte di parte avversa al neo Presidente; ma anche se questo non sembra sufficiente per determinare un giudizio negativo e definitivo avverso Juncker, ignorare quello che riporta la stampa inglese, o “stralciarlo” dalla discussione, potrebbe sembrare un atto di parte tanto quanto di parte sembra l’articolo che stiamo “segnalando”.

Come detto il titolo non è proprio lusinghiero, anzi si potrebbe dire che è “tutto un programma”: “A drunk who has cognac for breakfast: EU presidency favourite faces explosive claims as Cameron prepares for showdown with Merkel to stop him taking top job” – “Un ubriaco che beve cognac a colazione: il favorito per la presidenza della UE soggetto di dichiarazioni esplosive mentre Cameron si prepara alla resa dei conti con la Merkel per fermarlo dal prendere l’incarico di vertice”.

Se il titolo non è foriero di nulla di buono, tantomeno lo è il testo dell’articolo di cui vi riportiamo un paio di stralci: “Towards the evening, we met in [Juncker’s] office… It had a smell of stale tobacco and there was an ominous note of alcohol in the air. Half staggering, he came up from behind his desk… Juncker was blind drunk” – Verso sera ci siamo incontrati nell’ufficio [di Juncker] … Aveva un odore di tabacco stantio e c’era una “nota” minacciosa di alcol nell’aria. Mezzo barcollante è uscito da dietro la sua scrivania … Juncker era ubriaco fradicio”.

E ancora: “‘Most European leaders privately admit Juncker is the wrong man for the job,’ said a senior British source. ‘But they have given in to the Germans. Let them vote for him in public so we know who to blame when he makes a mess of it.’ – “La maggior parte dei leader europei ammette privatamente che Juncker è l’uomo sbagliato per questo lavoro”, ha detto una fonte britannica di alto livello. “Ma l’hanno data vinta ai tedeschi. Lasciate che votino per lui in pubblico così sapremo chi biasimare quando farà un pasticcio“.

Naturalmente la risposta di Cameron non si è fatta attendere arrivando addirittura a dichiarare, relativamente alla nomina di Juncker: “Ve ne pentirete”. Questo testimonia, come se ce ne fosse ancora bisogno, l’antipatia che spira in Gran Bretagna verso il neo nominato Presidente e potrebbe avallare il fatto che si stia un po’ esagerato nel rimarcare quello che potrebbe essere un “vizietto” di Juncker al fine di screditarlo. Ma come già detto, se la notizia non può, da sola, portarci a trarre un giudizio definitivo su Juncker, non possiamo nemmeno completamente ignorarla. Prendiamola per quello che è: una notizia di parte che però potrebbe (ripeto il condizionale potrebbe) contenere un fondo di verità anche in ragione del fatto che non è stata smentita dal diretto interessato o da chi ne ha supportato la candidatura.

Inoltre, a “margine”, ricordiamo che come riportato da Il Sole 24 Ore del 10 luglio 2013, Jean Claude Juncker è stato il Premier più longevo al mondo, per ben 18 anni alla guida del Lussemburgo; mentre è membro del Governo da 30 anni. Ma la cosa più interessante è il motivo per cui si è dimesso. Infatti l’ex premier lussemburghese è stato al centro di uno scandalo che lo ha coinvolto con l’accusa di non aver vigilato sui servizi segreti che avrebbero illegalmente intercettato migliaia di cittadini lussemburghesi senza che Juncker stesso, informato dei fatti, prendesse alcun provvedimento. Ma non è tutto, è stato accusato di aver messo il suo autista nei servizi segreti (Srel) e di aver costruito un falso dossier con accuse di pedofilia contro un procuratore generale che voleva indagare su alcuni attentati verificatisi verso la metà degli anni ’80 conosciuto come l’affare dei “bombaroli”.

Quindi, visto che per l’Europa vorrebbe proporsi come una “Unione” credibile, mentre una parte della stessa, la periferia, cioè i soliti e arcinoti PIIGS ma anche la Francia, non stanno passando dei momenti particolarmente brillanti, forse, opportunità avrebbe consigliato, per presentarsi al “Mondo” ed a quegli Stati dell’Unione Europea stessa dove gli effetti della crisi stanno colpendo in maniera più dura, oppure dove i movimenti euroscettici riscontrano il maggior favore, presentare, per darsi almeno un “tono” di serietà, e valutare meglio i candidati alla poltrona di vertice della Commissione Europea; e di scegliere qualcuno che fosse più rappresentativo di un uomo che è chiacchierato – a torto o ragione – per la sua inclinazione a transigere con l’alcol, per aver omesso di controllare i servizi segreti ed aver fatto “dossieraggio” – scusate, ma non è che sono accuse da poco. Forse una Unione che non sta riscuotendo tutto questo successo e dove, in alcune nazioni, si stanno notevolmente espandendo le sacche di povertà e che quindi dovrebbe tendere al cambiamento proprio per invertire la rotta, dovrebbe presentare della candidature e delle scelte un po’ più credibili di un uomo al Governo da 30 anni e che quindi fa parte, per forza di cose, dell’Establishment che ci ha portato dove siamo. Invece, questa Unione Europea ha dimostrato ancora una volta di essere né più né meno che l’Unione dei soliti noti e discussi personaggi, non votati da nessuno, aggrappati alla poltrona ed arrivati al vertice più per quello che non sanno fare, per le amicizie o perché di “comodo”, piuttosto che per merito o per quello che sanno fare.

Juncker or Drunker?! – english version for foreign readers

Since yesterday, after much talking and many discussions, the European Commission got a new President. In fact the Luxembourg Jean-Claude Juncker was appointed new President to the European Commission where is going to replace the Portuguese José Manuel Durão Barroso. Of course opinions should not be expressed until the new President is in charge operationally for interpreting how he handles his own duty and the measures placed and, only then, doing so him subject to evaluation and judgment and for carrying out his functions, because, being newly appointed there would not be enough “material elements” to facilitate the assessment of his conduct in relation to the role assigned to him.

But in a globalized world where news “spin” around the web and set up a “tank” by where is possible drawing you can at least get a clue on the new European Commission’s President. And, unfortunately, some columns found do not express those that could be properly called positive judgments on the newly appointed President. The British press is the one that accused J.C. Juncker the most outright and heavy way. In fact a news by Daily Mail Online, echoed even on Libero newspaper, reports against the new President a judgment which does not bode well. Ok, it is true that the British press is probably sided with Cameron who has always opposed the appointment of Juncker as President also threaten to bring the United Kingdom out of the European Union if, in fact, Juncker were appointed President; and so it is quite clear that the news we are reporting comes from a source other party to the new President; but even if this does not seem enough for causing negative and final opinion against Juncker, ignoring what British press “write on”, or “strike it away” from discussion – well, you know – it might seem an act of part as much as act of part seems the article we are reporting on.

As said title is not exactly flattering, in fact you could say “the title says it all”: “A drunk who has cognac for breakfast: EU presidency favourite faces explosive claims as Cameron prepares for showdown with Merkel to stop him taking top job”.

If title is not harbinger of anything good, nor is the text of the column from which we report a couple of excerpts: “Towards the evening, we met in [Juncker’s] office… It had a smell of stale tobacco and there was an ominous note of alcohol in the air. Half staggering, he came up from behind his desk… Juncker was blind drunk”.

And again: “‘Most European leaders privately admit Juncker is the wrong man for the job,’ said a senior British source. ‘But they have Given in to the Germans. Let them vote for him in public so we know who to blame When He makes a mess of it”.

Of course Cameron’s statement about Juncker’s appointment did not arrive after a lot and went so far as to declare something like: “you will regret”. This shows, as if any were needed, the dislike that blows in Britain toward the newly appointed President and would endorse the fact that too much highlighting what is a “bad habit” about Juncker is a way in order to discredit him. But as mentioned above, if the news can’t, by itself alone, lead us drawing a final judgment on Juncker, we can’t ignore it at all. Take it for what it is: a party news which, however, might (I repeat “might”) contain a grain of truth in the ground that has not been disproved by the individual or by those who have supported the nomination.

In addition we note as reported by Il Sole 24 Ore on 10 July 2013 that Jean-Claude Juncker was the longest-serving Premier in the world, for 18 years at the Luxembourg’s helm; and Government’s member for 30 years. But the most interesting thing is the reason about his resignation. Indeed the former Luxembourg’s Premier has been involved in scandal with the charge of not having checked the intelligence services while these were illegally intercepting thousand of Luxembourg citizens and without that Junker himself, informed of the facts, taken any action. But that’s not all, Juncker was accused of putting his driver within intelligence services (Srel) and having built a false dossier with allegations of pedophilia against a public prosecutor that would like investigating about some attacks occurred in the mid ‘80s known as the bombers’ affaire.

So, given that Europe would like moving as believable “Union” while a part of itself, the periphery – I mean the usual and very well known PIIGS but France as well – is not living particularly bright moments, perhaps, opportunities would have advised, for reporting toward the “world” and those EU countries where the crisis’s effects are hitting much harder, or where the Euro-skeptic movements are gathering the greater consensus, submits, at least to give a “tone” of seriousness, a better candidates for the top chair of European Commission; and choosing someone who is more representative rather than a man who is rumored – rightly or wrongly – for his inclination to compromise with alcohol, for failing to control the intelligence and have made “privacy violations” – I apologize but these are not just light allegations. Perhaps the “Union” which is not running a lot of success and where some countries are facing a growth  of poverty and, so, should trying to change this situation just to reverse the route, and this means you should submit for nominations and choices a bit more believable man than one which was in place to Government for 30 years and then part of, by circumstances’ force, the Establishment that has brought us where we are. Instead this European Union has once again proved of being neither more nor less than the Union of usual suspects and discussed characters, not rated by anyone, clinging to the chair and got to the top due what they can’t do, for friendships or because “convenience”, rather than for having deserved it or for what they have done.
